Two Arrested and Remanded for Possessing Stolen UNEB Exam Papers

Two individuals have been sent to Luzira Prison after being caught with unauthorized Uganda National Examinations Board (UNEB) materials, contrary to the UNEB Act.

The suspects, Hillary Abaasabyona, aged 27, from Mbarara City, and Rinet Tusubira, aged 24, from Jinja District, appeared before Kampala Capital City Authority (KCCA) City Hall Court on Monday. They were charged with several crimes, including forgery, possession of official stamps without authority, and conspiracy to commit a felony.

According to the prosecution, Tusubira was found in unlawful possession of UNEB examination materials in October 2025, fully aware that the documents were illegal. It is alleged that she intended to use them for personal benefit.

Prosecutors further stated that between November 2024 and October 2025, Abaasabyona forged multiple official documents such as UACE examination papers, university transcripts, certificates, and identity cards from several institutions, including Makerere University, Kyambogo University, and Bishop Stuart University.

In addition, it is alleged that in June 2025, the two suspects worked together to forge a Kyambogo University Grade III teacher’s certificate and an exam result slip in Tusubira’s name, showing a coordinated plan to create fake academic credentials.

During the court session, Abaasabyona denied all the charges, while Tusubira admitted guilt. However, State Attorney Mercy Yamangusho requested more time to prepare the full case details before sentencing.

Senior Principal Grade One Magistrate Nicholas Aisu then ordered that both suspects be remanded to Luzira Prison until October 17, 2025, when the case facts will be presented in court.

This incident comes just as UNEB officially began the 2024 Uganda Certificate of Education (UCE) examinations, a crucial time for candidates across the country.

Authorities have continued to warn the public that involvement in exam malpractice is a serious crime that undermines the credibility of Uganda’s education system.
