President Yoweri Museveni has made it clear that raising salaries for public servants is not currently possible, saying Uganda must first invest in key national priorities like infrastructure, electricity, and maintaining peace.
While addressing a campaign rally in Abim District on October 24, 2025, the President explained that the nation’s financial resources must be used to strengthen the foundation of the economy before any salary changes can be considered.
He stressed that roads and electricity are essential for supporting business growth and improving service delivery. “We must first build the roads so that trade and services can thrive,” Museveni said.
The President also shared his concern over the living conditions of soldiers he had seen in Gulu, noting that some still live in grass-thatched houses. “We need to solve such problems first before thinking about increasing salaries,” he added.
Museveni laid out his government’s development order—peace, roads, electricity, transport, schools, and hospitals—arguing that focusing on these priorities will help create lasting prosperity and better living standards for all Ugandans.
“These issues must come first. Salary improvements will follow once we have established a stronger foundation,” he said.
After his engagements in Abim and Agago, the President is expected to continue his campaign trail to Karenga, Kaabong, Kotido, and Moroto as part of his nationwide tour.
