By establishing a brand-new regional Attorney Generals office, the Ministry of Justice and Constitutional Affairs is making a bold statement: no citizen should have to travel all the way to Gulu or Kampala just to secure their legal rights or seek official guidance. Located at Plot 62-Police Road in the Senior Quarters of Lira City, this new facility is more than just an office; it is a gateway to faster, more accessible, and more efficient legal support for the entire Lango sub-region and its neighboring districts.
For far too long, the people and local governments of Lango had to navigate the logistical nightmare of seeking legal aid from distant cities. Lady Justice Sarah Birungi Kalibbala, a Resident Judge of the Lira High Court, celebrated the opening as a vital necessity that was long overdue. She pointed out that having services close at hand will eliminate the chronic delays that once plagued the court system. When legal documents can be filed on time and legal representation is readily available, the wheels of justice turn faster for everyone, ensuring that no case is left in the shadows due to geographical barriers.
The Deputy Solicitor General, Charles Ouma, emphasized that this expansion is part of a grander vision to decentralize power and bring the state closer to its people. Uganda is rapidly growing its network of regional legal hubs, expanding from a mere seven offices to twelve in a single week. This strategic shift is designed to lift the heavy burden off government lawyers who were previously stretched thin across as many as 25 districts. By reducing travel costs and operational pressure, the government is ensuring that every legal matter receives the dedicated attention it deserves, which ultimately saves taxpayer money and improves the quality of legal outcomes.
Beyond the courtroom, this new office acts as a shield for local development. Lira Resident City Commissioner Lawrence Egole noted that essential public projects, such as the construction of roads, schools, and health centers, have often been stalled by legal red tape and contract complications. With legal experts now stationed on the ground in Lira to vet contracts and provide immediate advice, these community-saving projects can move forward without unnecessary interruptions. He urged the newly deployed officials to work with the highest level of integrity to protect public resources and provide the guidance needed to avoid expensive and avoidable lawsuits.

By embracing mediation and alternative dispute resolution alongside these new legal facilities, the region is set to become a model of harmony and progress.
