In a powerful plea for human life and dignity, the Minister of Relief, Disaster Preparedness and Refugees, Sam Engola, is sounding the alarm over a deepening humanitarian catastrophe in the Karamoja region. With nearly 473,000 people currently gripped by the agonizing pangs of acute hunger, the Minister is calling for an unprecedented level of cooperation between the Ugandan government and international development partners. This crisis follows two consecutive seasons of agricultural ruin, leaving families with empty granaries and no clear path to survival without immediate intervention.
Speaking on behalf of the Prime Minister during a high-level meeting with the Karamoja Development Partners Group, Engola emphasized that the time for fragmented efforts has passed. He underscored the necessity of aligning all international aid with the government’s comprehensive six-month emergency response strategy. Having witnessed the suffering firsthand, the Minister described a region on the brink, where the basic right to food has become a daily struggle for survival.
The statistics paint a haunting picture of the stakes involved. More than 30,000 children are currently battling severe malnutrition, their futures hanging in the balance after back-to-back harvest failures. To combat this, the government has established a strategic response plan built on six critical foundations: streamlined coordination, direct food and financial aid, essential health and nutrition services, agricultural support, school feeding programs, and the maintenance of regional peace.
However, the path to recovery is hindered by a massive financial shortfall. The total cost of this life-saving six-month initiative is estimated at 84 million dollars. While the Ugandan government has already stepped up by committing 12.16 million dollars to kickstart relief efforts, a staggering gap of 72.6 million dollars remains. Minister Engola expressed deep gratitude to the partners who have already begun their work on the ground but insisted that every cent must be coordinated directly through government channels. This approach is vital to ensure that resources reach those in the greatest need with total accountability and maximum effectiveness.
Beyond the immediate need for emergency rations, the Minister is championing a shift toward permanent solutions. He is calling for a surge in investment for long-term resilience, specifically targeting the construction of modern irrigation systems and robust grain storage facilities. By modernizing the region’s infrastructure, Karamoja can finally break the cycle of vulnerability caused by recurring droughts.
While the focus remains intensely on Karamoja, Minister Engola warned that the shadow of food insecurity is lengthening. He urged stakeholders to keep a watchful eye on the neighboring sub-regions of Teso, Lango, and Acholi. These areas are increasingly susceptible to the unpredictable shocks of climate change, and proactive planning today is the only way to prevent another full-scale crisis tomorrow. This is more than a policy discussion; it is a call to action to save lives and restore hope to a region that has suffered far too long.
