Serious Questions Loom Over Sh99.3 Million Awei Health Centre Project as Alebtong District Investigates Claims of Unfinished Work and Possible Misuse of Public Funds

Residents in Alebtong District, Uganda, are demanding answers as local authorities have launched a serious investigation into the construction of the Outpatient Department (OPD) at Awei Health Centre III. The project, valued at nearly Sh99.3 million, is facing strong allegations that crucial parts were never actually built, even though the contractor reportedly claimed the work was fully finished.

The alarm was first raised by Mr. Sam Oyena Obonyo, the chairperson of Awei Sub-county. He pointed fingers at Engineer David Ogwok of Nabesha Company, stating that key facilities promised in the contract for the 2025/2026 financial year are completely missing. These include a proper terrazzo floor for the ward, a placenta disposal pit, and a medical waste disposal pit – all vital for a functional health center.

According to Mr. Oyena, despite these glaring omissions, the contractor submitted documents to the district, falsely indicating that the entire project was completed exactly as agreed. He has strongly urged the district leadership to look into this matter thoroughly and ensure that every shilling of public money is accounted for.

The good news is that Alebtong District is taking these concerns seriously. Mr. Ambrose Ongom Ongom, the District LCV Chairperson, confirmed that the complaint has been received and a full review of all government projects from the 2025/2026 financial year has begun. He made it clear that while some contractors are awaiting payment for projects inherited by the current administration, not a single payment will be released until inspections confirm that all work has been completed to the required standards.

To further ensure transparency and public trust, the district plans to host a special public meeting. During this session, the findings from their investigations will be shared directly with the community. This will allow residents to see for themselves which projects were done correctly and, more importantly, identify any where the public’s money may have been wasted or mismanaged. The district urges the people of Awei Sub-county to remain vigilant and participate in this important process.
