Vital Education Funds Missing: Apac School’s Millions Allegedly Diverted, Police Investigate District Official as Financial Crisis Looms

Arocha Seed Secondary School in Apac, Uganda, is facing a severe financial crisis, claiming it never received more than 17 million Ugandan Shillings in government funding intended for its operations. This alarming situation has prompted a police investigation and led to a district education official being questioned over the alleged misuse of these vital funds.

The school’s headteacher, Martin Elok, stated that despite government records showing the release of UGX 17,255,610 for the 2025/2026 financial year, these crucial grants never reached the school’s bank accounts. This money, known as a capitation grant, is essential for the school to cover its daily expenses, pay suppliers, and maintain its facilities. Without these funds, Arocha Seed Secondary School, the only government-aided seed school in Apac Municipality, is struggling to meet its financial obligations, threatening to disrupt the education it provides to students.

North Kyoga Regional Police have confirmed they are actively investigating the alleged diversion of these funds. Bosco Elyak, the Apac District Education Officer (DEO), was arrested in connection with the case and subsequently released on police bond while investigations continue. Police also plan to involve other members of the school management in their inquiries to gather more information. The Apac Chief Administrative Officer, Emmy Ejuku Olaboro, acknowledged the school’s complaint and assured that the district administration is working closely with all relevant parties to address this critical matter.

The disappearance of funds meant for education raises serious concerns about accountability and the impact on the stability of an important learning institution. Authorities are determined to uncover what happened to the money intended for Arocha Seed Secondary School, aiming to recover the funds and ensure that those responsible are held accountable, allowing the school to continue its essential work without financial hindrance.
