A major scandal has erupted in Lira City, Uganda, concerning a senior law enforcement officer, Omule Simba Tom. After serving the community for over 15 years, his academic credentials are now being questioned, with the Law Development Centre (LDC) officially disowning his purported Diploma in Law.
Documents previously presented, including a Diploma in Law certificate and an academic transcript from 2006, suggested that Omule Simba Tom had successfully completed a law course at the LDC and earned a Second Class Diploma. These papers detailed his performance in various legal subjects, indicating a formal qualification.
However, the Law Development Centre has now firmly stated that these documents are not genuine. In a letter dated May 21, 2026, the LDC’s Academic Registrar, Stephanie Lukwanzi, informed Lira’s Town Clerk that while Omule Simba Tom was indeed enrolled as a student in the 2004/2005 academic year, he never met the necessary requirements to be awarded a Diploma in Law. The LDC explicitly labeled the submitted transcript and certificate as “forgeries” and confirmed they were never issued by the institution.
This strong declaration from the LDC means that a high-ranking officer in Lira City has been serving for more than a decade and a half with what are now identified as fake qualifications. The revelation raises serious concerns about the integrity of his past work, the recruitment process within the city, and the public’s trust in its civic leaders and law enforcement.
