The Minister of Justice and Constitutional Affairs, Norbert Mao, has proposed that every Ugandan who completes secondary school should serve in the army for two years before joining university.
Speaking to the media, Mao said the initiative should become a national policy aimed at strengthening patriotism and national defense. He explained that those who complete the two-year service would become part of Uganda’s reserve force, ready to defend the country whenever needed.
“It should be a national policy that all Ugandans who complete secondary education serve in the army for two years before joining university. They can then join the reserve force and, in case of any threat, undergo refresher training to protect the nation,” Mao stated.
He stressed that safeguarding the country is the duty of every citizen and expressed concern that many Ugandans lack awareness about national security matters.
Mao further highlighted that modern warfare has evolved beyond physical combat, saying that technology now plays a central role in military operations. He believes that involving young people in national defense early will prepare the country for future security challenges.
