Otuke, Uganda — A young technology enthusiast from Northern Uganda, Sedrick Otolo, drew the attention of President Yoweri Kaguta Museveni after passionately appealing for the creation of a Regional Innovation Hub during a meeting at Baralegi State Lodge in Otuke District on October 7, 2025.
Otolo explained that he had spent the last four years promoting the idea of a technology centre that would give young people in the Lango Subregion a platform to develop and showcase their digital skills. He said the hub would offer training, mentorship, and space for innovation, allowing youths to access resources without having to travel to Kampala.
His heartfelt presentation was met with applause from journalists and local leaders who praised his boldness and vision for youth empowerment. Otolo further urged the government to support talented youths who may not be fluent in English but possess remarkable technical abilities, noting that such individuals often go unnoticed despite their potential to contribute to national growth.
President Museveni, clearly impressed, commended Otolo for his initiative and for thinking beyond personal gain. He assured him of the government’s continued commitment to promoting innovation and pledged to meet him personally at State House to discuss his proposal in greater detail.
Otolo is among a team of young innovators in the Lango Subregion working to promote digital literacy, mentorship, and community-driven technology projects. Their initiatives have helped hundreds of young people acquire hands-on ICT skills and the confidence to turn their ideas into reality.
The meeting at Baralegi is being hailed as a turning point for young innovators in Northern Uganda, signaling a growing recognition of their role in shaping the country’s science and technology agenda.
