Oyam District in Northern Uganda has emerged as a standout performer in the implementation of the Parish Development Model (PDM), a government initiative aimed at socio-economic empowerment of households. According to the district NRM Chairperson, Bosco Onyik Ogwal, Oyam ranked first in Northern Uganda and fourth nationwide in PDM implementation. This achievement was highlighted by President Yoweri Museveni during a campaign rally at Oyam Boma Ground on October 7th, 2025, where thousands attended.
President Museveni took to his X handle to thank the people of Oyam for their warm welcome and noted the district’s impressive performance. Investigations by Independent Investigators on political leadership in Northern Uganda reveal that Minister of Gender, Labour and Social Development, Hon. Betty Amongi Akena, played a pivotal role in this success.
Hon. Amongi’s efforts included mobilizing and sensitizing the community about PDM, organizing and financing beneficiaries’ account openings to ease access to PDM funds, and providing technical support to help beneficiaries navigate the process. These initiatives smoothed the accessibility and profitable investment of PDM money in Oyam District.
Hon. Betty Amongi Akena is praised as a “great mobilizer for socio-economic empowerment of the population” in the region. Despite some opposition voices, the results of her work are evident in Oyam’s achievement. The district’s success in PDM implementation is a testament to her efforts, according to Independent Investigators.
