A) Agricultural Inputs and Market Access
Farmers and the business community face significant challenges in this area. My key priorities will be:
1. Establish Input Subsidy Programs:
In partnership with Oyam District Local Government (DLG), NGOs, and private sector actors, we will provide affordable fertilizers, seeds, and pesticides to farmers. This will increase crop yields and enhance food security.
2. Create Market Linkages:
Facilitate and secure sustainable connections between farmers and buyers to ensure fair pricing and stable markets for local produce. This will be strengthened by forming cooperative societies to boost agricultural output value.
3. Promote Value Addition:
Support farmers in processing, packaging, and branding their products to increase profitability and market competitiveness.

B) Infrastructure (Roads, Schools, and Health Centers)
1. Improve Road Networks:Prioritize the upgrading and regular maintenance of roads to ease the movement of people and goods, reduce transport costs, and improve access to markets and essential services.
2. Upgrade Schools and Health Facilities:
Work to improve infrastructure and provide essential equipment, drugs, and supplies in schools and health centers to ensure quality education and healthcare for all.
3. Increase Access to Clean Water:
Focus on the sustainable development and maintenance of clean water sources, especially boreholes and piped water systems, to enhance public health and hygiene.

C) Social Needs and Economic Empowerment
1. Promote Affordable Taxation:Engage with relevant authorities to reduce taxes on essential goods and services, making them more accessible for low-income households. This will improve household income and contribute to national GDP growth.
2. Support Local Businesses (Including Farm Input Suppliers):
Through Sub-county Agricultural Extension Officers, provide training, mentorship, and access to affordable capital for local entrepreneurs to start and grow businesses without burdensome taxation.
3. Advance Social Protection Programs:
Advocate for inclusive programs that support vulnerable groups, including the elderly, persons with disabilities, orphaned children, youth, and women.

D) Action Plan for Effective Service Delivery
All stakeholders in positions of authority will be held accountable for the implementation of this action plan:
1. Conduct Needs Assessment:
Engage directly with residents, farmers, business owners, and community leaders to identify specific local priorities.
2. Develop a Constituency Development Plan:
In collaboration with Oyam DLG, create a detailed and responsive development plan that outlines key projects, programs, and initiatives to meet the constituency’s needs.
3. Mobilize Resources:
Work with government agencies, development partners, NGOs, and the private sector to secure funding and technical support for implementation.
4. Monitor and Evaluate Progress:
Establish mechanisms for regular evaluation of program impact, with continuous stakeholder engagement to ensure effective, transparent, and adaptive service delivery.
